Requested by [info]floree17 :). Just a quick little tutorial for PSP8 (but which I'm sure will work with later versions and can be adapted for Photoshop) which I used for this icon set. Post is not graphics-heavy.

This is a very simple icon tutorial for PSP8 on how to achieve a warm tint to your icons without the need for textures.

To start with, I used this picture :)

Resize the image (Image-->Resize, about 25%) and position it however you want.

Go to Adjust-->Colour Balance-->Fade Correction--> and set this to 7.

Now use the dropper tool to select a bit of blue from Mulder's cap (I used a tiny little slice of lighter blue above his ear), or select a similar colour from your colours box. You can also choose a second colour (pale yellow) by switching between the active colours in the Materials box.

Create a new raster layer (Layers-->New Raster Layer) and use your Flood Fill Tool to create a layer of pale yellow, and set its properties to Multiply.

On top of this, make another raster layer and use your fill tool again. This time with dark blue. Set your layer properties to exclusion and layer opacity at about 60.

Add another layer, filling it with yellow again. Properties-->Multiply.

Layers-->Merge All-->Flatten.

Adjust-->Unsharp mask. Set the Radius to 7.70, Strength to 29 and Clipping to 0.

Now we need to copy our image (right click, copy) and then Paste-->Paste As New Layer.

Go to Adjust-->Softness-->Soft Focus. Your softness should be about 72%, edge importance 74, and all other settings can be left at 50%. Don't worry about the checkbox.

Change the opacity of the top layer to about 26% and flatten your image (Layers-->Merge-->Merge All/Flatten).

Select Adjust-->Colour Balance-->Grey World Colour Balance. Now drag the slider up to the warmer end, until you have a temperature of about 3909.

All done! And here's the finished icon:
